Mosman Council is actively seeking your input into MOSPLAN, its long-term strategic plan. From Thursday 15 January to Friday 13 February 2009, your comments, ideas and concerns are being captured to help inform the future direction of Mosman.
MOSPLAN is Mosman Council’s Strategic Management Plan.
The purpose of MOSPLAN is to set the direction of the Council so that the community’s needs and expectations are met in a planned, co-ordinated and cost-effective manner.
MOSPLAN is a suite of 3 documents:
Within the 4 year Delivery Plan, the principal activities of Council are divided into 12 programs that each address a specific service that Council provides.
MOSPLAN links the programs and their objectives to the annual budget and to the forward financial plan, and is the basis of individual staff performance and work plans.
In previous years, MOSPLAN has incorporated the 10 year, 3 year and operational plans into one document.
MOSPLAN is reviewed annually. This year, the process begins in January when the community is consulted, and comment, ideas and suggestions are sought.

Consolidation of Community Input
All of the comments, ideas and concerns captured from the community are communicated to Councillors, and also to those who participated in the consultation.
Councillor Workshop (end February)
Councillors are invited to attend a workshop. The objective of the workshop is to consider the community input and to determine the long term (10 year or more) strategic direction of Mosman Council and the priorities associated with that direction.
Incorporation of Strategic Direction
The strategic direction and priorities as determined at the workshop are then incorporated as part of the ‘Community Strategic Plan’ and the expression of that direction filters down into the other management plans – the 4 year Delivery Plan and the 1 year Operational Plan, as required. The suite of these three management plans is known as MOSPLAN.
Public Exhibition of MOSPLAN
The completed draft MOSPLAN, with its strategic directions, additions and proposed changes is then put to Council for ‘Adoption for public exhibition’. A draft copy of MOSPLAN is then put on public exhibition and open for comment for 28 days. Comments can again be submitted to Council online or by correspondence.
Adoption of MOSPLAN
After the 28 day exhibition period, Council will consider all the comments from the community submitted during the exhibition period. The plan will then be amended as required and adopted for the coming year.
